Professor Simons has more than 200 publications and holds the BHP Billiton Chair of Energy Policy.

Bill Tinapple speaking at Australian Gas Export Outlook Conference 2014 on LNGBill Tinapple
Former Executive Director Petroleum – WA Department of Mines and Petroleum

Bill Tinapple recently retired from the position of Executive Director Petroleum, Western Australia Department of Mines and Petroleum. In that role, in his previous similar position in the Northern Territory and prior to that in engineering and project management positions, he has been integrally associated with development of the oil and gas industry in Australia, from initial involvement in engineering studies for the North West Shelf and through the development of the first FPSO through to the rapid expansion in LNG projects. In addition to his role as a regulator both offshore and onshore, he has been a fervent promoter of the prospectivity for onshore oil and gas and the development of the industry. Recognising the potential for unconventional gas in Western Australia, particularly tight gas and shale gas, five years ago, he turned his efforts towards facilitating this aspect of the industry and making sure the Western Australia regulatory framework is appropriate for this activity. Prior to joining government, he worked internationally on several oil and gas projects in Libya, Indonesia, North Sea, Nigeria and Abu Dhabi. He is presently in a consulting role as Technical Consultant for the Western Australia Parliamentary Inquiry into FLNG. Bill’s qualifications are in engineering with a Masters of Business Administration from Ohio State University

Howard Thomas
ExxonMobil

Howard joined Exxon Chemical Olefins Inc in 1989. His practical experience in process operations led to a rapid specialisation in process optimisation, taking his first ethylene plant from 1800 t/d to 2100 t/d without physical modification. These results led to a rapid progression within Exxon, eventually coupling reliability science with process modelling analysis to extend optimisation from the process, to a combination with maintenance, improving not only efficiency but also availability. To this day, ExxonMobil still follow these practices worldwide.
Howard is by nature entrepreneurial and after leaving Exxon he learnt the ropes of consultancy before establishing his own businesses.
His considerable skills bring a unique dimension to Hydrocarbons Operational Support.

Nigel Wilson
Government Affairs Adviser
INPEX

Nigel Wilson has been writing about the Australian energy industry for more than four decades.  He has advised six State Premiers, several energy ministers and worked in executive roles in the government owned power sector. These days Nigel works for international Oil & Gas exploration and production company INPEX, which is building one of Australia’s biggest LNG projects. Nigel has long believed that energy policy is the most important public policy issue facing governments within Australia.

Tony Wood
Energy Program Director
Grattan Institute

Tony has deep experience in the energy sector. Prior to joining Grattan Institute in 2011, he worked at Origin Energy for 11 years, and was an adviser to the first Garnaut climate change review.
He is also program director of Clean Energy Projects at the Clinton Foundation. He has widespread relationships within the energy sector.

Leo Yanes
Principal
ACIL Allen Consulting

Leo holds Ph.D. and M.Sc. qualifications in economics from the London School of Economics and has been a Visiting Research Scholar in the Department of Economics at Harvard. Leo has extensive expertise in quantitative methods, with a strong emphasis on planning, valuation (discounted cash flows, cost-benefit analysis), quantitative risk analysis (Monte Carlo simulation), optimisation, econometrics and general equilibrium.

Leo’s experience in the oil & gas sector encompasses project appraisal using discounted cash flow and long and short-run forecasting. Leo has built cash flow models for various oil & gas projects at Santos, PDVSA (the national oil company of Venezuela) and various off-shore and on-shore projects in Western Australia and the Timor Sea. This work includes integrated supply chain valuation models for the Gladstone Coal Seam Gas to LNG project (Santos-GLNG), the Cash-Maple offshore field in the Timor Sea, and crude oil reservoirs in the Canning Basin (Western Australia). This class of models encompasses all aspects of the production process, from the reservoir (gas, condensate, crude and water flows) through to surface facilities and LNG plants and shipping. LNG facilities include both onshore as well as floating LNG.

Other projects include design of a valuation procedure for geo-political risk for mining investments (Xstrata), design and construction of a business forecasting toolkit for a multinational corporation (KPMG), construction of forecasts to 2100 for the Eastern Australia gas market. Leo has experience in economic impact studies for oil & gas projects, educational aspects of the National Reform Agenda and provided modelling support for the International Monetary Fund economic restructuring programme in Venezuela (1996).

Specialties:
Economic modelling for the oil & gas industry
Optimisation
Probabilistic valuation (risk analysis based on Monte Carlo simulation)
General Equilibrium
Applied econometrics
